In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.

Job Purpose
The WASH Engineering Assistant will be directly responsible for the design, implementation, supervision, follow-up, and evaluation of climate-resilient WASH infrastructure activities across targeted project locations in Marib Governorate.
The WASH Engineering Officer will work under the direct supervision of the Project Manager and will support project implementation through technical assessments, engineering documentation, supervision of field activities, contractor oversight, labor management, and quality assurance of all engineering interventions.
S/He will be responsible for supervising water channel cleaning activities, pedestrian bridge construction, protective fencing installation, contractor and Cash-for-Work team management, and ensuring all works are implemented according to approved designs, technical specifications, safety standards, and donor requirements.
This position is full-time, based on a 40-hour work week, with flexibility depending on operational priorities, implementation schedules, and field conditions.
Main Responsibilities and Duties
Technical Design and Supervision
- Conduct technical assessments and site surveys for targeted project locations.
- Prepare detailed Bills of Quantities (BOQs), cost estimates, technical drawings, and specifications.
- Develop implementation plans in coordination with technical teams and project schedules.
Water Channel Rehabilitation
- Supervise cleaning and rehabilitation of 6.08 km of water channels.
- Monitor removal of sediment and debris in accordance with approved quantities and technical standards.
- Ensure proper transportation and disposal of waste materials to approved landfill sites.
- Monitor quality of cleaning works and compliance with specifications.
Pedestrian Bridge Construction
- Review engineering drawings and technical designs for 14 pedestrian bridges.
- Identify bridge locations based on population density, safety considerations, and technical feasibility.
- Supervise construction activities and monitor contractor performance.
- Ensure quality of materials and implementation according to approved specifications.
- Conduct final inspection and certify completion before handover.
Protective Fencing Installation
- Identify fencing locations for installation of 360 meters of protective fencing.
- Supervise fencing works along both sides of water channels.
- Ensure stability, durability, and achievement of protection objectives.
Cash for Work (CFW) Management
- Organize and supervise daily labor teams (approximately 50 workers per day).
- Ensure fair labor participation and compliance with work schedules.
- Supervise workforce productivity and quality of implementation.
- Provide orientation and monitor daily worker performance.
Health, Safety, and Environment (HSE)
- Conduct safety training and awareness sessions for workers.
- Ensure proper use of Personal Protective Equipment (PPE).
- Monitor safety risks related to excavation, construction, and working near water channels.
- Report and respond to safety incidents immediately.
- Promote environmentally responsible practices during implementation.
Materials and Procurement Management
- Prepare material requirements and BOQs.
- Support procurement processes and material sourcing.
- Inspect materials upon delivery and verify compliance with standards.
- Monitor efficient utilization of materials, tools, and equipment.
Coordination and Communication
- Coordinate project implementation with relevant stakeholders including local authorities and technical institutions.
- Participate in technical meetings and coordination sessions.
- Support project coordination related to climate adaptation and resilience activities.
Monitoring, Reporting, and Documentation
- Prepare weekly and monthly progress reports covering achievements, challenges, and planned activities.
- Document project activities through reports, photos, field measurements, and technical records.
- Support MEAL teams in field verification, monitoring, and collection of Means of Verification (MoVs).
Quality Assurance
- Ensure all engineering works comply with approved technical specifications and engineering standards.
- Conduct inspections and quality checks before approval and handover.
- Identify and address implementation defects or technical issues.
Project Handover
- Conduct final inspections for completed activities.
- Prepare handover documentation and completion reports.
- Facilitate project handover to relevant authorities and target communities.
Community Engagement and Awareness
- Support awareness activities related to flood risk reduction and channel protection.
- Engage communities to promote sustainability and ownership of project outputs.
Qualifications
Essential
- Bachelor’s degree in Civil Engineering, Water Engineering, Environmental Engineering, or related field.
- Minimum 2 years of relevant experience in WASH, infrastructure, or construction projects.
- Experience supervising contractors, labor teams, and Cash-for-Work activities.
- Strong knowledge of engineering standards, safety procedures, and construction practices.
- Good communication and reporting skills.
- Fluency in English and Arabic.
- Strong computer skills including Word, Excel, and AutoCAD.
Desirable
- Experience in humanitarian or climate resilience projects.
- NGO/INGO experience preferred.
- Knowledge of flood risk mitigation and water infrastructure systems.
- Ability to work in complex operational environments.
