Project Manager- Marib
The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; CCM; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.

The Project Manager will be responsible for overall project leadership and achievement of results and serves as the point of contact for consortium lead, MOE, and other stakeholders with authority to make contractual and operational decisions. The incumbent will be responsible for the overall planning, implementation, communication, monitoring, and reporting of a long-term NFE project that will be implemented over 18 months. This role will require strong leadership, organizational, and communication skills to successfully implement the project's objectives. She/he will be in charge of the development of work and action plans, activity design, monitoring, development of materials and guidance, Approval’s coordination with GEOs and DEOs, external and internal communication, aligning activities with current and emerging MOE policies, coordination with the NFE TWG and YEC sub-clusters, adaptation of approaches, selection of target communities.
Main Tasks
Management and Technical duties:
● Ensure safe, effective delivery of education services to the target population.
● Conduct education assessments and surveys to ensure education needs are identified and addressed.
● Develop and implement comprehensive project plans, including timelines, budgets, and resource allocation.
● Direct the day-to-day implementation of the project and its soft and hard activities, ensuring adherence to quality measures, project plans, and timelines.
● Coordinate with project team members, stakeholders, and partners to ensure effective collaboration.
● Monitor project progress and identify areas for improvement.
● Identify and manage project risks, develop, and deploy mitigation strategies.
● Develop monthly and interim reports on specified times to present achievements and maintain challenges.
● Ensure mechanisms for reporting within respective education areas are in place and adhered to.
● Facilitate needed pieces of training and capacity-building sessions for project team members.
● Create and maintain detailed project documentation and soft and hard archives.
Coordination and Representation:
● In close coordination with NRC, NAHR field staff, and education national and sub-national clusters, ensure the local authorities; particularly MOE, GEOs, and DEOs, are involved in the planning, implementation, and monitoring of the project.
● Liaise with key partners such as local leaders, NGO partners, and other stakeholders to avoid project overlap and ensure leveraged links between the various education projects along with other sectors.
● Provide leadership and guidance to team members, ensuring they have the necessary resources and support to succeed.
● Foster a positive and collaborative team culture.
● Ensure the implementation of the project activities complies with YEC and its relevant standards and guidelines.
● Attend education coordination meetings and NFE TWG sessions.
● Coordination with Government Stakeholders and act as a focal point in the steering committees of the project.
Administrative Duties
● Prepare and submit monthly reports and other relevant reports to the line manager.
● With support from project personnel, prepare procurement plans for activities and process them after getting approvals from senior managers.
● Ensure that reviews for management are conducted at least quarterly and that findings from review sessions are incorporated into decision-making and planning.
● In coordination with the line manager, ensure that staff members under your scope of responsibility have an updated and approved job description.
● Ensure orientation sessions for the project team are conducted.
● Set performance objectives for the project team and conduct performance appraisal at the 6-month mark of inauguration.
The role of the Project Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of updates and following NAHR’s vision and mission. Such as managing all unforeseen issues and circumstances concerning the project and remaining adaptable to perform responsibilities that may not be mentioned above, as and when required.
Credentials and Qualifications
● Bachelor's degree in education, project management, International Development, or a related Master's degree is preferable.
● Significant experience in managing and coordinating NFE projects for at least 3 years.
● Independent worker, self-motivated, capable of working with minimal supervision.
● Experience with project management cycle, budgets, and donor requirements.
● Excellent interpersonal, written, and oral communication skills, including cross-cultural skills.
● Experience working with UN bodies, INGOs, and local NGOs.
● Ability to adapt, and change priorities according to the changing situation within a mission or the organization, PDIA proved experience is an asset.
● Ability to take initiative where appropriate to deal with daily encountered difficulties.
● Experience working in complex and challenging environments (changes within the team, location of programs, etc.)
● Relates and works well with people from different cultures and backgrounds.
● Ability to conduct work professionally and maturely.
● Willingness to travel to project sites.

MAIN RESPONSIBILITIES:
Responsible for supervising Nutrition activities implementation in the target communities and geographical areas for the specific target beneficiaries.
Oversee beneficiary identification, registration and verification process to ensure the correct procedures are followed based on guidelines and procedures given by the Public Health program officer and relevant documentation is completed in identified geographical areas.
Ensure basic information on target beneficiaries is collected and recorded and shared with senior supervisors of project manager in a timely manner.
With support from Project Manager, he/she responsible for implementing the appropriate action plan for according to Nutrition inputs to target beneficiaries.
Maintain clear and up to date records of Nutrition program beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) including the regular visits to target beneficiaries with other field team members in collaboration with local authorities.
Identify potential problems in the Nutrition project implementation in the field and discuss suggested solution with local authorities and/or report to project Manager in a timely manner and appropriate action taken with support from Project Manager.
Immediately report any challenges or implementation delays the activities to the Project Manager
Improve learning and provide guidance in related to Nutrition activities for community volunteers and work as a mentor and modified the community participation
Prepare Map for target area and identify distribution points using appropriate tools and modalities in collaboration with suppliers and local authorities, and target beneficiaries
Contribute to the monitoring and evaluation of Nutrition activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires .
Act as a liaison between communities and the NFDHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the Project Manager
Help the MEAL specialist/team to monitoring and evaluating the assigned Nutrition activities in the field
Work collaboratively with the project manager and team to maximize efficiencies and effectiveness
Organize and monitor schedules for the Nutrition project activities and team duties and see that deadlines are met
Help in monitoring Nutrition project budget and help ensure resources are used efficiently
Collecting data, sorting, filing and sending out project files such as reports on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly) to the Nutrition Project officer.
Coordinate travel needs, schedules and meetings in the field
Coordinate with the relevant local authorities and communities in the target area to conduct the identification, registration, and verifications of Nutrition beneficiaries
Help to prepare Nutrition project reports and data in coordination with Project Manager.
Requirements and Qualifications
University degree in Nutrition, or a related subject,
One - two years of experience in a similar field.
Good in written and spoken English and Arabic.
Technical background in SAM and MAM national guideline
Good analytical and planning skills with ability to interpret the situation.
Excellent communication and negotiating skills.

Job Purpose:
Nutrition Project Manager is responsible for planning, developing, monitoring and evaluating the assigned tasks of Health and Nutrition Project. He/She will carry out all managerial responsibilities of overall project activities over the whole period of the project. "He/She will be roving between our offices in Hajjah, Hudayda and NFDHR HQ with frequent visits to the operation sites in the targeted districts. PM will be responsible of supervising all activities and ensure that the project is on the right track, achieving the planned targets and indicators and performing all the respective activities.
Main Tasks
Technical Support and Management:
· Project kick-off and presentation/sharing of project.
· Work on developing and reviewing the project strategy in partnership with the concerned government authorities, local governorate authorities, directorates and beneficiaries.
· Prepare and follow up the implementation of the projects plans (Work Plan, Risks Mitigation Plan, Recruitment Plan, Procurement Plan and Financial Plan)
· Ensure sound management for the project information and data inside NFDHR systems (Portal 365 365 and ERP)
· Setup and update (daily & weekly basis) project activities, indicators, tasks and documentations in NFDHR's systems (Portal 365 365 and ERP).
· Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
· Guarantee an efficient financial management for the project in compliance with NFDHR’ model and donor regulations.
· Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
· Ensure that the project is utilizing standard protocols, policies and guidelines as prescribed by MoPHP
· Oversee the implementation of Nutrition Project in coordination with other Project staff.
· Ensure project implementation is according to the required standards/specifications and corresponding timetable of the project.
· Oversee the development of field staff trainings.
· Supervise the maintenance and archiving of reports, records, and technical documents
· Oversee Nutrition situational analyses, assessments, and studies in the areas targeted by the institution.
· Supervise, plan, organize, and monitor all livelihood activities carried out by the field coordinator.
· Supervise and submit periodic studies, reports, and evaluation around Nutrition Project.
· Prepare evidence-based H&N awareness IEC materials and get them approved by relevant authorities.
· Develop Nutrition Project under the supervision of Program Manager and donor organizations.
· Oversee project monitoring and evaluation, ensuring the achievement of project indicators and results at all stages of implementation
· Evaluate staff performance and make recommendations.
· Review and prepare a detailed activities plan
· Agree and establish clear reporting and communication lines
· Verification on the targeting of beneficiaries
Coordination and Representation:
· Coordinate and communicate along with the relevant, MoPH, government and local authorities within the project framework, ensuring their meaningful participation to respond to the local community’s needs.
· Represent NFDHR in several meetings and events related to the Nutrition sector such as the Nutrition cluster, prepare and present minutes from these meetings to the Program Manager.
· Perform any other related duties as required.
Administrative and Reporting Duties:
· Prepare and send media reports through NFDHR's Systems (Portal 365 & ERP) to the Media Officer on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly).
· Prepare project's technical and progress reports and data in coordination with the M&E Officer through NFDHR's Systems (Portal 365 & ERP) and as requested by the Programs Manager.
· Review on monthly basis the project's financial reports through NFDHR's Systems (Portal 365 & ERP) and what have been shared by the Finance Manager with responding to the report’s recommendations to ensure the proper financial management for the project's fund
· Ensure sector SOPs and guidelines are properly applied and adhered to.
• Prepare weekly/monthly liquidity plan (forecasting plan)
• Based on the authority limits, approval of all purchases/contracting and budget line allocations through NFDHR's Systems (Portal 365 & ERP)
• Through NFDHR's Systems (Portal 365 & ERP), ensure for all purchases/contracting of goods/services/supplies the correct procurement guidelines are applied and properly documented (for the procedures applied by the municipalities), in close coordination with the admin-finance and logistics department.
• Through NFDHR's Systems (Portal 365 & ERP), verify the list of expenditures prior to finalizing the interim and final financial reports.
• Holds final responsibility for verification of all support documents’ completeness and correctness (Hardcopies and through NFDHR's Systems "Portal 365 & ERP")
The role of the Nutrition Project Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Nutrition Project Manager is required to manage all unforeseen issues and circumstances in relation to NFDHR’s Nutrition project and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
Experiences, Qualifications and Abilities
· University degree in community or public health, medicine or a related subject.
- At least 3 - 5 years’ experience working in Health, or Nutrition projects.
- Experience with project management cycle, budgets, management, team management and sufficient knowledge for donor requirements such as UN Agencies, ECHO, DFID.

- Previous experience in a humanitarian setting.

- Experience working with governments, UN bodies, INGOs and local NGOs.
