The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.
We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; CCCM; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

Job Purpose
The Senior HR Officer is responsible for leading and coordinating the human resources function of the NAHR Aden Office. The position provides day-to-day HR support to management and staff and ensures that recruitment, contracts, performance management, staff development, employee relations, HR administration and records are managed in a timely, confidential and consistent manner. The position also supports management in workforce planning, organizational development and HR-related decision-making in line with NAHR policies and operational needs.
Main Tasks and Responsibilities
1. HR Planning and Management
• Lead and coordinate the overall HR function of the Aden Office and provide HR advice and support to management and staff.
• Prepare and regularly update the office workforce plan based on organizational structure, current projects, anticipated funding and operational requirements.
• Review staffing needs and provide recommendations on recruitment, staffing levels, positions, contract arrangements and organizational structure.
• Develop, review and update HR policies, procedures, tools and mechanisms in coordination with management and in line with NAHR requirements.
• Maintain an overview of HR priorities, risks and pending actions and ensure timely follow-up.
2. Recruitment and Talent Management
• Lead and coordinate recruitment processes from the approved staffing request through vacancy announcement, shortlisting, interviews, selection, reference checks and onboarding.
• Prepare and review job descriptions and ensure that recruitment processes are based on clear responsibilities and required qualifications.
• Coordinate vacancy announcements through appropriate local and external channels according to the nature of the position.
• Maintain accurate recruitment records and ensure that recruitment documentation is complete and properly filed.
• Coordinate employment offers, contracts and related documentation with the relevant departments and authorized management.
• Support management in identifying suitable candidates and advise on recruitment-related HR matters.
3. Contracts, Onboarding and Employee Lifecycle
• Oversee employee contracts, renewals, amendments, probation periods, promotions and changes in employment status, ensuring timely action and proper documentation.
• Ensure that new employees receive appropriate induction and onboarding and understand NAHR policies, procedures, responsibilities and workplace expectations.
• Coordinate staff exit and offboarding procedures, including clearance, handover, recovery of organizational assets and completion of required documentation.
• Implement termination procedures when authorized and ensure that relevant records are maintained confidentially.
• Coordinate staff documentation related to travel, evacuation or other employment-related requirements when necessary.
4. Performance Management and Staff Development
• Coordinate the staff performance management and appraisal cycle and ensure that performance reviews are completed on time.
• Support line managers in setting objectives, conducting performance reviews and addressing performance concerns.
• Coordinate performance improvement plans and follow up on agreed actions where required.
• Identify staff training and development needs in coordination with managers and support the preparation of an annual learning and development plan.
• Maintain training records and follow up on staff development activities.
5. Employee Relations and Staff Welfare
• Provide a professional and confidential point of contact for staff on HR-related matters and workplace concerns.
• Support management and staff in resolving employee relations issues and workplace conflicts in accordance with NAHR policies and procedures.
• Coordinate grievance, disciplinary and other employee relations processes as assigned, ensuring appropriate documentation and confidentiality.
• Support staff welfare initiatives and promote a respectful, professional and inclusive working environment.
• Escalate sensitive or high-risk HR matters to senior management in a timely manner.
6. HR Administration, Records and Compliance
• Maintain complete, accurate and confidential personnel files, both manually and electronically, in accordance with NAHR requirements.
• Ensure employee files contain required employment contracts, job descriptions, qualifications, identification documents, bank details and other relevant records.
• Monitor staff attendance, leave and absences and follow up on irregularities in coordination with line managers.
• Ensure that HR procedures are implemented in accordance with NAHR policies and applicable labour requirements.
• Maintain confidentiality and appropriate access controls for personnel information.
• Coordinate the issuance, distribution and recovery of staff work-related assets or services assigned through HR, including mobile phones where applicable.
7. HR Budget, Reporting and Management Support
• Contribute to HR budget planning and monitor HR-related costs in coordination with Finance and management.
• Prepare regular HR reports and updates covering staffing, recruitment, contracts, turnover, leave, training, performance and other key HR indicators.
• Maintain an updated HR tracker showing vacancies, contract expiry dates, probation periods, recruitment status and other key deadlines.
• Provide management with HR analysis and recommendations to support operational and organizational decisions.
• Ensure timely communication with Finance, Operations, Programme and other departments on HR matters requiring joint action.
8. Coordination and Supervision
• Coordinate closely with Operations, Finance, Programme and management to ensure that HR actions are aligned with office priorities and project requirements.
• Provide guidance and day-to-day supervision to HR support staff, where applicable.
• Ensure clear delegation, follow-up and accountability for HR tasks within the office.
• Represent the HR function in relevant internal meetings and coordination discussions when requested.
Other Responsibilities
The role is not limited to the duties listed above. The Senior HR Officer may be assigned additional HR-related responsibilities in line with NAHR’s vision, mission, organizational requirements and the changing operational context. The position is expected to remain flexible and responsive to emerging HR needs while maintaining appropriate professional standards, confidentiality and accountability.
Required Qualifications
• University degree in Human Resources Management, Business Administration, Public Administration or a related field.
Experience
• Minimum 4 years of relevant professional experience in human resources, preferably with humanitarian or development organizations.
• Previous experience independently coordinating or leading HR functions, preferably in a complex or multi-project environment.
• Good experience in recruitment, employment contracts, performance management, employee relations, and HR administration.
Skills:
• Good computer skills, including MS Word and Excel; experience with HR information systems is an advantage.
• Fluent Arabic and good English language skills, both written and spoken.
• Strong organizational, communication, coordination and interpersonal skills.
• Ability to maintain confidentiality, exercise sound judgment and work effectively under pressure.
• Ability to work collaboratively with people from different backgrounds, cultures and levels of responsibility.
• Strong skills in human resources planning and management and workforce development.
• Advanced skills in recruitment, talent acquisition, and managing the selection and hiring process.
