The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.

This position will also be subject to robust reference and background screening checks.

1. Background
The Pharmacist Officer is responsible for ensuring the effective management and delivery of pharmaceutical services within the assigned project area. The role oversees the procurement planning, receipt, storage, inventory management, and distribution of medicines and medical supplies while ensuring compliance with national pharmaceutical regulations, organizational policies, and humanitarian standards. The Pharmacist Officer promotes the rational use of medicines, supports healthcare staff through technical guidance, monitors stock levels and consumption trends, prepares pharmaceutical reports, and ensures the continuous availability of essential medicines to support high-quality, safe, and effective healthcare services.
Key Responsibilities
·        Oversee the management of pharmacy stores and dispensing units, ensuring proper storage, organization, and stock control of medicines and medical supplies.
·        Receive, inspect, verify, and document all incoming medicines, medical supplies, and other program commodities, ensuring compliance with approved specifications and quantities.
·        Coordinate the timely distribution and transfer of medicines and medical supplies to supported health facilities and the mobile clinic based on approved requests and consumption trends.
·        Maintain accurate stock records, including stock cards, bin cards, inventory registers, and electronic tracking systems where applicable.
·        Monitor stock levels, consumption rates, minimum and maximum stock levels, and expiry dates to prevent stock-outs, overstocking, and wastage.
·        Ensure proper storage conditions, including temperature monitoring, FEFO (First Expiry, First Out) and FIFO (First In, First Out) principles, and compliance with pharmaceutical storage standards.
·        Conduct routine physical inventory counts and prepare weekly, monthly, and periodic inventory reports, investigating and documenting any discrepancies.
·        Prepare and submit weekly and monthly pharmacy reports, including stock status, consumption analysis, stock movement, and inventory reports.
·        Monitor medicine utilization trends and provide timely recommendations for replenishment and procurement planning.
·        Coordinate with the Supply Chain and Procurement teams to ensure timely procurement, delivery, and replenishment of medicines and medical supplies.
·        Prepare and submit purchase requests and follow up procurement processes related to pharmaceuticals and other health program supplies.
·        Ensure proper documentation of all stock movements, including Goods Received Notes (GRNs), Stock Release Forms, Waybills, Transfer Forms, and disposal documentation where applicable.
·        Supervise pharmacy staff and dispensers at supported facilities, providing technical guidance, supportive supervision, and on-the-job coaching.
·        Conduct regular supportive supervision visits to pharmacies and medical stores to ensure compliance with pharmacy standards and project procedures.
·        Monitor rational medicine use and promote adherence to national Standard Treatment Guidelines (STGs) and Essential Medicines List (EML).
·        Ensure safe handling, reporting, quarantine, and disposal of expired, damaged, or unusable medicines according to organizational and Ministry of Health procedures.
·        Support internal and external audits by ensuring complete, accurate, and well-organized pharmaceutical documentation.
·        Maintain confidentiality, accountability, and transparency in all pharmaceutical management processes.
·        Coordinate medicine forecasting and quantification based on morbidity patterns, service utilization, and consumption data.
·        Prepare and submit monthly documentation required for pharmacy operations and program reporting in a timely manner.
·        Support the planning and implementation of pharmacy-related trainings and orientation sessions for health staff when required.
·        Coordinate closely with Health, Nutrition, Supply Chain, Finance, and Project Management teams to ensure uninterrupted pharmaceutical services.
·        Identify pharmaceutical supply challenges and provide practical recommendations to improve stock management efficiency and service delivery.
·        Perform any other pharmacy or pharmaceutical management duties assigned by the Health Coordinator or Project Manager to support the successful implementation of the project.
Required Qualifications & Experience
  •  Education: University degree in Pharmacy (Bachelor of Pharmacy or Doctor of Pharmacy) from a recognized institution. A valid professional pharmacy license/registration is required where applicable.
  •  Experience: Minimum of 3–5 years of professional experience in pharmaceutical services, medicine supply chain management, and pharmacy operations within humanitarian, emergency, or development settings. Experience working in primary healthcare facilities and within Abyan Governorate or Khanfar District is highly desirable.
  •  Technical Knowledge: Strong knowledge of pharmaceutical management, including medicine procurement planning, inventory and stock management, dispensing practices, cold chain management, pharmacovigilance, rational use of medicines, and essential medicines management. Familiarity with national pharmaceutical regulations, WHO guidelines, Good Pharmacy Practices (GPP), and humanitarian health standards, including Sphere Standards, is highly desirable.
  •  Skills: Excellent communication, organizational, and interpersonal skills, with proven ability to manage pharmaceutical inventories, maintain accurate pharmacy records, provide technical guidance to healthcare staff on rational medicine use, analyze pharmaceutical consumption data, and coordinate effectively with health facilities, suppliers, and humanitarian partners.
  •  Languages: Fluency in written and spoken Arabic is mandatory; professional proficiency in English is required for preparing pharmaceutical reports, documentation, and coordination with stakeholders.
  •  IT Skills: Strong competency in MS Office (Word, Excel, PowerPoint), pharmaceutical inventory and reporting systems, electronic logistics management information systems (eLMIS) where applicable, and mobile data collection platforms (e.g., KoboToolbox, ODK, or similar applications).
