The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.
We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

1. Background
The Engineering Specialist is responsible for providing technical oversight and field supervision for infrastructure, rehabilitation, construction, WASH, shelter, and other engineering-related activities implemented by the organization. The position ensures that all engineering interventions comply with approved designs, technical specifications, donor requirements, quality standards, and safety procedures.
The Engineering Specialist will spend a significant portion of time in the field conducting assessments, supervising implementation, verifying quality, and supporting contractors, suppliers, and project teams to ensure timely and efficient project delivery.
Key Responsibilities & Duties
1. Engineering Assessments and Technical Design
  • Conduct engineering assessments, site inspections, and feasibility studies for proposed interventions.
  • Collect and analyze technical data required for project design and implementation.
  • Prepare technical drawings, engineering designs, specifications, and Bills of Quantities (BoQs).
  • Review existing infrastructure conditions and identify rehabilitation or construction requirements.
  • Ensure all designs comply with national regulations and humanitarian technical standards.
2. Field Supervision and Quality Assurance
  • Supervise day-to-day implementation of engineering activities at project sites.
  • Monitor contractors, labor teams, and suppliers to ensure compliance with approved specifications and work plans.
  • Conduct regular quality control inspections and verify completed works before certification.
  • Ensure corrective actions are implemented when quality issues are identified.
  • Verify quantities, materials, and workmanship throughout project implementation.
3. Contractor and Vendor Management
  • Participate in technical evaluations of bids, quotations, and procurement processes.
  • Support contract management and monitor contractor performance against agreed deliverables.
  • Review contractors’ work schedules and progress reports.
  • Certify completed works and recommend payments based on verified achievements.
4. Health, Safety, and Environmental Compliance
  • Ensure compliance with occupational health and safety standards at all project sites.
  • Monitor implementation of safety measures by contractors and workers.
  • Report safety incidents and recommend corrective and preventive actions.
  • Promote environmentally responsible engineering practices throughout project implementation.
5. Monitoring, Reporting, and Documentation
  • Prepare weekly, monthly, and ad-hoc technical progress reports.
  • Maintain comprehensive engineering documentation, including drawings, site records, inspection reports, and completion certificates.
  • Document lessons learned, best practices, technical challenges, and project achievements.
  • Provide accurate engineering data for donor reports and project monitoring systems.
6. Coordination and Stakeholder Engagement
  • Coordinate with local authorities, community leaders, contractors, consultants, and project stakeholders.
  • Participate in technical meetings, site meetings, and coordination forums as required.
  • Support community engagement processes and ensure infrastructure interventions respond to identified needs.
  • Collaborate closely with program, MEAL, procurement, finance, and logistics teams.
7. Capacity Building and Technical Support
  • Provide technical guidance and mentoring to field engineers, site supervisors, and project staff.
  • Support training sessions related to engineering standards, quality control, and safety procedures.
  • Promote adherence to organizational engineering guidelines and donor requirements.
Required Qualifications & Experience
  • Bachelor's degree in Civil Engineering, Architectural Engineering, Sanitation Engineering, Water Engineering, or a related engineering field.
  • Minimum 4–6 years of professional experience in engineering project implementation, construction supervision, infrastructure rehabilitation, WASH, shelter, or related sectors.
  • Previous experience working with NGOs, INGOs, or humanitarian organizations is highly desirable.
  • Strong experience in field-based engineering supervision and quality assurance.
Technical Knowledge
  • Strong knowledge of construction management and engineering standards.
  • Experience in preparation and review of technical drawings and Bills of Quantities (BoQs).
  • Familiarity with humanitarian engineering standards and donor compliance requirements.
  • Understanding of health and safety regulations applicable to construction and rehabilitation projects.

  • Fluency in Arabic (written and spoken) is required.
  • Good command of English (written and spoken) is preferred.
IT Skills
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Strong working knowledge of AutoCAD and other engineering software.
  • Experience using KoboToolbox or other digital data collection platforms is an advantage.
